1. Acceptance of Terms
By accessing or using the MSQTO website, mobile web companion, vector district lookup tools, or referral services (collectively, "the Platform"), you agree to be bound by these Terms of Service. If you do not agree to these terms, please do not use the Platform.
2. Informational and Educational Purpose
All content published in the MSQTO Field Library, surveillance dashboards, and district guides is provided for educational and informational purposes only. Content is compiled from public vector control notices, published entomological literature, the California Department of Public Health (CDPH), and the Centers for Disease Control and Prevention (CDC).
No Medical Advice: Information on MSQTO is not medical, veterinary, or public health advice. If you or a family member experience symptoms associated with arboviral infections (such as fever, body aches, rash, or neurological symptoms following mosquito bites), consult a qualified medical physician immediately.
3. Independent Operator Status & No Spray Solicitation
MSQTO is not a licensed pest control business and does not perform pesticide applications.
Under California Food and Agricultural Code Section 11701 and Business and Professions Code Section 8500 et seq., pesticide applications may only be contracted and performed by licensed operators. MSQTO functions solely as an informational hub and referral coordinator:
- We connect consumers with independent, state-licensed pest control businesses operating under California Structural Pest Control Board (Branch 2) licenses or California Department of Pesticide Regulation (DPR) Qualified Applicator credentials.
- Any estimate, quote, inspection, or service agreement is executed directly between the property owner and the independent licensed operator.
- MSQTO does not direct, supervise, control, or warrant the specific chemical applications, dilutions, or field operations of independent partner contractors.
4. No Eradication or Disease Prevention Guarantees
While proper integrated pest management, physical source elimination, biological larvicides, and EPA-registered repellents significantly suppress mosquito biting populations, no routine, product, or service can guarantee complete mosquito elimination or total protection against mosquito-borne disease transmission.
Users must always follow manufacturer label instructions on all EPA-registered repellents and larvicides. The product label is the federal law under FIFRA (Federal Insecticide, Fungicide, and Rodenticide Act).
5. Commercial Model & Third-Party Links
The MSQTO Shop operates on a zero-touch affiliate and dropship model. We do not hold physical inventory, store chemical pesticides, or handle parcel shipping. Clicking product links may direct you to independent merchants (such as Amazon or manufacturer storefronts) where you complete purchases subject to those merchants' terms and shipping policies. 6. Limitation of Liability
To the maximum extent permitted by applicable law, MSQTO, its operators, founders, and contributors shall not be liable for any indirect, incidental, special, consequential, or punitive damages resulting from your use of the Platform, reliance on published surveillance data, interactions with local government districts, or services performed by independent third-party pest control contractors.
7. Governing Law
These Terms of Service are governed by and construed in accordance with the laws of the State of California, without regard to its conflict of law principles. Any dispute arising under these terms shall be subject to the exclusive jurisdiction of the courts located in California.
